Regulations of the Royal Alcázar

REGULATORY ORDINANCE ON THE PUBLIC PRICE FOR VISITS AND SERVICE PROVISION IN THE ROYAL ALCÁZAR OF SEVILLE I.- NATURE, OBJECT AND BASIS Article 1.-
In use of the powers granted by Article 127, in relation to Article 41, both of the Consolidated Text of the Regulatory Law of Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, the Hon. City Council of Seville, at the proposal of the Board of Trustees of the Royal Alcázar, in accordance with the provisions established in Article 9 of its current Statutes, agrees to modify the Ordinance on the Public Price for visits and the provision of services in the Royal Alcázar of Seville.Article 2.-
This public price will apply to the entry and visit to the Royal Alcázar, the organization of events and exhibitions, the taking of photographs and recordings, outdoor artistic painting, and the filming of movies and documentaries. Article 3.-
This public price is based on the provision of services that the Board of Trustees must perform to be able to carry out its aims and the activities referred to in the previous article.II.- OBLIGATED TO PAY Article 4.- Those obligated to pay the public price regulated in this Ordinance are the people visiting the monumental complex and those who organize events and exhibitions, take photographs, recordings, outdoor artistic painting, and film movies or documentaries for private and cultural purposes. However, they will not be subject to the public price regulated in this Ordinance: a) Individuals or groups visiting the monument by invitation from the Board of Trustees of the Royal Alcázar or those who do so with official status recognized by the Presidency or the Executive Committee of the Board.
b) Public Institutions organizing events and exhibitions, taking photographs or recordings, and filming movies or documentaries with officially recognized status and authorized by the Executive Committee or the Board. Such official events, exhibitions, photographs, recordings, or filming of movies or documentaries must be related to matters concerning Culture, Heritage or Tourism.
c) Private individuals or groups organizing events and exhibitions, taking photographs or recordings, and filming movies or documentaries of public interest, that do not have officially recognized status and that are authorized by the Board. Such events, exhibitions, photographs, recordings, or filming must be related to matters concerning Culture, Heritage or Tourism. The non-subjection of each official event and of public interest held, as well as the justification that supports it, will be reported to the Executive Committee of the Board of Trustees of the Royal Alcázar. Those exempt from paying the First Rate: General Entry:a) Visitors born or residing in this municipality.
b) Minors up to 13 years, accompanied by an adult.
c) Individuals with more than 33% disability and their companion with documentation accrediting it.
d) Unemployed individuals from the province of Seville, duly accredited with a valid unemployment card.
e) All individuals duly authorized to conduct research work, plastic arts, etc., within the premises.
f) Free public visits, on days and hours set by the Executive Committee, in compliance with the legislation on Historic Heritage.
g) Members of ICOMOS with duly accredited documentation. They will not be subject to the payment of the Third Rate, e) When at least one of the contracting parties was born or resides in the municipality of Seville. They will not be subject to the payment of the Fifth Rate: Visits to Exhibitions, individuals visiting exhibitions that do not incur production costs for the Board of Trustees of the Royal Alcázar.III.- RATES Article 5.- The rates applied will be as follows: FIRST RATE: VISITS DURING GENERAL HOURS  1.- General Entry: This entry includes access to the ground floor of the Palaces and Gardens of the Royal Alcázar ………………………………… 15.50 €

The payment of the First Rate General Entry also includes a visit to the Antiquarium, Museum of Triana ceramics, Bellver Museum-House Fabiola, and other museum spaces managed by the City Council of Seville through the Institute of Culture and Arts of Seville (ICAS). SECOND RATE: NIGHT VISITS OR OUTSIDE GENERAL HOURS  1.- Group entry for organized visits: Night visits or outside the general hours with a duration not exceeding one hour for congresses, symposiums, conventions, or similar:a) Fixed fee per group:

Application rules for the Second Rate, section 1:
1.- The visits under the second rate, section 1, may be organized by individuals, companies, academic institutions, congress organizers, cruise operators, and others who wish to offer their members or clients a more intimate and particular approach to the Royal Alcázar. These visits take place outside the regular opening hours and will have a limited capacity of 150 people.
2.- These special visits must be requested with a minimum of 1 month prior to the desired visit date.
3.- The spaces included in these special visits will correspond to the requested and paid places as established in the current public prices order at each moment.
4.- Both the payment for these special visits and the subsequent payment for all the entries required to conduct them must be made effective 10 days before the date of the visit and must be credited in the account established for that purpose by the Board of Trustees of the Royal Alcázar; once the payment is verified, and if it meets all requirements, an agreement or resolution of authorization will be notified. An additional maximum of 10% of entries concerning the initially paid ones may be acquired up to the same day of the visit. Under no circumstances shall the amount paid be refunded unless a service is not provided or the activity is not carried out due to causes attributable to the Board of Trustees of the Royal Alcázar.
5.- The PRA may establish a different procedure and capacity for this type of visit, always respecting the capacity established by hour in the Palaces, under exceptional circumstances, through the appropriate and prior justification, particularly congresses, conventions, and cruises, when they are motivated by their special singularity and particularity.
6.- In any case, the management of the PRA will be authorized to approve or deny the special visit requested, considering organizational needs and management and taking into account the quality criteria of the visit. The management of the PRA may issue the necessary instructions for regulating the particular conditions of this type of visit.

2.- The Board of Trustees will require the hiring of a Historical Heritage curator (Restorer, Archaeologist, Art Historian, or equivalent) during the filming, under whose responsibility the delivery of movable and immovable goods will remain in the same state as before. The curator must have experience in filming.
3.- The Board of Trustees will require simultaneously with the payment, the establishment of a liability insurance policy with authorized companies and a cash deposit in sufficient amount to guarantee the payment for services and potential damages, before granting authorization.
4.- The reproduction and public display of the obtained images must be expressly authorized by the Board of Trustees of the Royal Alcázar.
FOURTH RATE: CELEBRATION OF NON-OFFICIAL EVENTS  For the celebration of events that do not have recognized official status and that are authorized by the Presidency, the Executive Committee, or the Board of Trustees:a) Admiral Lounge:a.1.- For the celebration of conferences, concerts, book presentations, press launches, and similar cultural events with free access until capacity is complete, with a maximum duration of 3 hours ………………………………………………………………………. 1.- The amounts of the public prices regulated in the First Rate, in section 2 of the Second Rate, in the Fifth Rate, and the Sixth Rate, will be made effective through one of the following means:
– At ticket offices: by using the dispensing machines and tickets established for controlling access to the facilities of the Royal Alcázar of Seville.
– By Internet: By using the online booking and advance ticket sales service.
The proceeds of the collection shall be deposited in the account that, duly intervened, the Board of Trustees of the Royal Alcázar and the City Council of Seville shall have open for this purpose.2.- The amounts of the Second Rate, section 1, Third, and Fourth Rates shall be paid by deposit in the account that, duly intervened, the Board of Trustees of the Royal Alcázar and the City Council of Seville shall have open for this purpose. The amount of the Second Rate, section 1.b) may also be paid at the ticket office.Article 8.-
1. Tickets purchased are non-refundable, except in the following cases:
a) When the visit could not be made due to causes attributable to the Board of Trustees of the Royal Alcázar and the City Council.
b) When the amount deposited exceeded the required amount per ticket.
c) When a specific norm establishes otherwise regarding the deposit in question.
d) When regulations prohibit movement and access to the Royal Alcázar cannot be made.
2. The procedure for recognizing the right to refund of undue income may be initiated ex officio or at the request of the interested party. The interested party shall be understood as the debtor or payment obligor, and, failing that, whoever made the payment. In the event of death, extinction, or dissolution, the successors of such parties shall be considered interested parties. The competent body to issue a reasoned resolution regarding the return of undue income, which will be notified to the interested parties, is the Executive Committee. The notification period for the resolution is 6 months from the date the initiation agreement is adopted.
4. When the procedure is initiated at the request of the interested party, the request must be addressed to the Executive Committee and must contain the following data:a) Name and surname or complete business name, taxpayer identification number, and address of the interested party.
b) Address that the interested party indicates for notification purposes.
c) Justification of the undue deposit. The request shall be accompanied by documents that prove the right to a refund. Justification may consist of the exact mention of the identifying data of the deposit made, including the date and payment method and its amount. Additionally, any elements of proof considered appropriate may be provided.
d) Place, date, and signature of the request. The expiration of the 6-month period, whether the procedure has been initiated ex officio or at the request of the interested parties, without having notified a valid resolution to the interested party, their request is deemed denied by administrative silence. In no event shall the refund of the management fee established in the ticket management and sales system proceed. The occasional closure of certain areas of the Royal Alcázar or its gardens, for maintenance, urgent needs, or weather alerts, will be duly communicated to the public and will not entail any discount or refund of the entry amount.FINAL PROVISION This Ordinance will come into effect upon its publication in the Official Bulletin of the Province and will remain in force until its modification or repeal is expressly agreed. Additional Article.-
The agreement to modify the Ordinance regulating the public price was initially approved by the Hon. Full City Council in a session held on October 29, 2024, raising it to definitive status by Resolution of the Hon. Delegate of Finance, Administration, and Digital Transformation dated December 19, 2024, as no claims were made.

4. When the procedure is initiated at the request of the interested party, the request must be addressed to the Executive Committee and must contain the following data:a) Name and surname or complete business name, taxpayer identification number, and address of the interested party.
b) Address that the interested party indicates for notification purposes.
c) Justification of the undue deposit. The request shall be accompanied by documents that prove the right to a refund. Justification may consist of the exact mention of the identifying data of the deposit made, including the date and payment method and its amount. Additionally, any elements of proof considered appropriate may be provided.
d) Place, date, and signature of the request. The expiration of the 6-month period, whether the procedure has been initiated ex officio or at the request of the interested parties, without having notified a valid resolution to the interested party, their request is deemed denied by administrative silence. In no event shall the refund of the management fee established in the ticket management and sales system proceed. The occasional closure of certain areas of the Royal Alcázar or its gardens, for maintenance, urgent needs, or weather alerts, will be duly communicated to the public and will not entail any discount or refund of the entry amount.FINAL PROVISION This Ordinance will come into effect upon its publication in the Official Bulletin of the Province and will remain in force until its modification or repeal is expressly agreed. Additional Article.-
The agreement to modify the Ordinance regulating the public price was initially approved by the Hon. Full City Council in a session held on October 29, 2024, raising it to definitive status by Resolution of the Hon. Delegate of Finance, Administration, and Digital Transformation dated December 19, 2024, as no claims were made.
